The Southern and Eastern Africa Trade Information and Negotiations Institute (SEATINI Uganda), in partnership with Tax Justice Network Africa (TJNA), will host a high-level virtual webinar on Wednesday, 15 July 2026, from 3:00 p.m. to 5:00 p.m. (EAT), bringing together key stakeholders to discuss Africa's role in shaping a fairer and more inclusive global tax system.

Held under the theme "Securing Africa's Taxing Rights: Leveraging the United Nations Framework Convention on International Tax Cooperation (UNFCITC)," the webinar comes at a critical stage in the ongoing negotiations towards a new international tax framework under the United Nations.

Why This Conversation Matters

The webinar will provide participants with an update on the progress of the United Nations Framework Convention on International Tax Cooperation (UNFCITC) negotiations and explore what the emerging framework means for African countries.

The Convention is expected to:

  • Strengthen international tax cooperation between countries.
  • Improve the taxation of cross-border economic activities.
  • Enhance tax dispute resolution mechanisms.
  • Respond to the challenges of an increasingly digitalised and globalised economy.
  • Support a more equitable and inclusive international tax system that reflects the priorities of developing countries.

For Africa, these negotiations present a historic opportunity to influence international tax rules in ways that protect the continent's taxing rights, strengthen domestic resource mobilisation, and support sustainable development. The emerging framework seeks to establish a more equitable and inclusive global tax system that better reflects the priorities and development aspirations of developing countries

What Participants Can Expect

Convened ahead of the Fifth Session of the Intergovernmental Negotiating Committee (INC5), to be held in New York from 3–13 August 2026, the webinar will provide participants with the latest updates on the negotiations and deeper insights into the Convention, including the two early protocols currently under discussion.

The session will bring together:

  • Civil society organisations
  • Policymakers
  • Tax experts
  • Researchers and academia
  • Development partners
  • Private sector representatives
  • Members of the media

Together, participants will explore the implications of the Convention for Africa and identify opportunities for coordinated engagement throughout the negotiation process.

Building Momentum for Meaningful Engagement

This webinar is the first in a planned three-part engagement series aimed at strengthening the participation of Ugandan civil society organisations in the UN tax negotiations. Through increased awareness, enhanced technical understanding and informed dialogue, the series seeks to support meaningful civil society engagement throughout the negotiation process until 2027.

Future sessions will continue to provide timely updates while exploring regional priorities, including tax harmonisation within the East African Community and broader efforts to strengthen domestic resource mobilisation across Africa.

SEATINI Uganda and TJNA invite all interested stakeholders to join this timely discussion and contribute to shaping Africa's voice in the evolving global tax architecture.
